The Work Release Component offers a residential/work release program for both male and female offenders. We currently contract with Volunteers of America/Theodora House, located at 927 N. Pennsylvania St. for twenty (20) beds for female offenders and with Riverside Community Corrections, located at 1415 N. Pennsylvania, for one hundred and fifteen (115) beds for male offenders.
Offenders placed in this program will be expected to obtain full-time verifiable employment within fifteen (15) days of admission to the facility. During their placement they will be expected to remain drug and alcohol free and they will be randomly tested for drug and alcohol use.
NOTE: INDIVIDUALS IN THIS PROGRAM ARE NOT ALLOWED TO DRIVE.
An out-patient level alcohol treatment program is available for those residents who are in need of those services. If individuals are in need of other types of treatment, they can be given authorization to attend counseling sessions outside the facility.
Because Community Corrections pays a per diem to the facilities to reserve bed space, acceptance into the program is not based upon the financial status of the offender. There will be a minimum weekly payment is $105.00 and up to a maximum of $175.00 expected from each participant in the program. This is based upon their weekly income (fifty percent (50%) of their net income per/week, gross income minus mandatory tax deductions). In event that the resident is unemployed upon arrival at the facility, a grace period of up to fifteen (15) days to obtain employment may be granted. During that time they will be charged the above specified amount. The facility uses this money to help reduce the cost to the county.
NOTE: THE OFFENDER IS RESPONSIBLE FOR THE PAYMENT OF THEIR OWN MEDICAL EXPENSES.
During their placement in the residential program, a counselor will work with each resident to assist them in breaking their patterns of illegal/addictive behavior, improving parenting and interpersonal skills, attaining economic self sufficiency, and making a satisfactory adjustment within the facility and to prepare them for reintegration back into the community.
ABE/G.E.D. classes and tutoring are available at both facilities.
Independent Residential Program:
The Independent Residential Program is a continuation of the Work Release Program and has been utilized as a reward for those offenders who have excelled in the standard work release program. Those offenders referred to participate in the Independent Residential Program, located in the Blue Triangle at 725 N. Pennsylvania St. have maintained a clear conduct record, are gainfully employed and have participated in on-going treatment and educational programs.
These offenders will have their own apartment, which costs them $285.00/month and includes utilities. They are responsible for their own food, medical care, and laundry. They have an assigned counselor, who continues to provide and monitor on-going treatment plans, coupled with compliance of standard work release rules and regulations. The program allows for 10-15 participants.
Pre-Trial Residential Program:
The Pre-Trial Residential Program was started, in an attempt to help alleviate jail overcrowding. Marion County Community Corrections contracts with Riverside for ten (10) male beds and with Volunteers of America for forty- three (43) male and/or female beds. The courts order offenders placed in a pre-trial residential bed while they wait the outcome of their criminal cases. They are required to obtain employment, within the standard work release guidelines, coupled with compliance of standard work release rules and regulations. Treatment and educational opportunities are available and recommended. Subsistence fees are consistent with those of work release.
