Home Detention Component

 

Home Detention offers offenders the opportunity to remain at home while receiving strict supervision from the Community Corrections staff. Field officers make both face-to-face contacts and telephone checks on participants at both home and at work. Participants are allowed to leave home for the purpose of employment, counseling/treatment appointments, education, medical appointments, and religious services.

Home Detention is located at 155 E. Market Street, Indianapolis, Indiana  46204.  Additionally, we are contracting with two (2) private vendors for Home Detention services.  A member of the Community Corrections staff monitors the compliance of these contractors.  All offenders supervised by the private vendors are placed on our electronic monitoring equipment and they are monitored through our monitoring center.

A resource caseworker provides referral information and follow-up to clients and their family members who are in need of assistance in the following areas: substance abuse treatment, mental health counseling, employment assistance, housing, and education, etc..

All individuals placed on home detention must reside within the local calling area (no long distance calling).  All individuals are placed on electronic monitoring. This requires that each individual have, and be able to maintain, a residence and telephone service and equipment that is compatible with our electronic monitoring equipment during their placement on the program.

All participants are expected to remain drug and alcohol free and they will receive random drug and alcohol screenings while on Home Detention.

All participants, except those who are declared indigent by the Court, will be assessed a $75 initial fee plus a $12 per/day supervision fee during the term of their placement.   As such, all participants who are physically able will be expected to maintain full-time verifiable employment.  All payments are to be mailed or brought into the Home Detention Office located at 155 E. Market Street, Indianapolis, Indiana  46204.  Office hours are Monday through Friday, 7:00 AM to 5:00 PM.  Payments can only be made with Money Orders or a Cashiers Check.

Home Incarceration:

The Home Incarceration program, is for individuals to be released from jail, due to the overcrowding, awaiting an available bed at work release. These individuals are not allowed to work and are only permitted to leave their homes for court, medical appointments, and religious services (maximum of three hours per week). They are electronically monitored using the same equipment we use to monitor those on home detention. There are no fees for individuals on Home Incarceration.

Home Detention Curfew Program:

The Home Curfew program is designed as a reward for individuals who have displayed the ability to follow every aspect of the Home Detention program for at lease 45 days. In order to be eligible for Home Curfew one must show a strong adherence to the rules and regulations, make a consistent effort in paying fees, and are recommended by their respective field officer.

Individuals on Home Curfew must abide by a curfew, during this time they are not allowed to leave their homes. Outside the curfew hour's individuals can come and go freely without first consulting their officer or the scheduling line. The Home Curfew program uses passive GPS tracking devices, the cost for individuals on Home Curfew is $12.00 per day. Courts do not order direct placements to this program.

Daily Reporting:

The purpose of the Daily Reporting Program is to provide an offender with a less restrictive alternative to conventional community corrections.  Daily Reporting can be used for non-violent offenders released early from the jail, remanded or sentenced in lieu of jail and may be post trial or pre-trial placements.  Offenders are required to report, in person, to the Marion County Community Corrections office at 155 E. Market Street, Indianapolis, Indiana 46204.  Based on the offenders compliance, the frequency of reporting can be reduced.

An electronic kiosk will be used to facilitate the offender checking in.  The kiosk uses a magnetic swipe card and fingerprint recognition to check offenders.  The kiosk uses a touch screen interface and voice activated commands to maneuver an offender through the check in process.  Once identification of the offender is confirmed, the kiosk then asks a series of offender specific questions ranging from address to court appearances.  The kiosk also provides the ability for staff to relay messages to the offender and the offender to relay messages or requests to Marion County Community Corrections staff.  A report is generated daily to determine who failed to check in the previous day.  The cost for the Daily Reporting Program is $2.00 per day.  There is no initial or hook up fee involved.  Fees start to accrue from the date of an offender's orientation.
