Advisory Board Vice Chairman Judge William Nelson recognized Christy Smeehuyzen as she presented to the Board an overview of the Summer Vista Associates Program. The Summer VISTA Associates Program is through the Corporation for National and Community Service. The program is committed to assisting in the mission of strengthening communities through national service by engaging citizens in a lifetime of volunteering and service. MCCC applied for the grant and was assigned four (4) summer interns. The interns were assigned to particular components within MCCC to perform specific tasks and activities to enhance their knowledge of community corrections. APPROVAL OF BOARD MINUTES Advisory Board Vice Chairman Judge William Nelson asked for a motion to approve the Board minutes from the April 20, 2006 Board meeting. APPROVAL OF THE SALVATION ARMY DAY REPORTING CONTRACT Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the Salvation Army Day Reporting Contract. Salvation Army shall provide a day reporting program for a maximum of twenty five (25) eligible, adult, male offenders including an assessment of needs of all program participants to include but not limited to curfew monitoring, education, substance abuse counseling, life skills, parenting skills and employment development. The cost of the Salvation Army Day Reporting Contract for FY 2006-2007 is $84,497.50. Questions and answers ensued regarding the Salvation Army Day Reporting Contract. Volunteers of America shall provide twenty (20) eligible female offenders a residential program consisting of in-house individual and group counseling to assist residents in employment searches, budget planning, social adjustment and behavioral and attitude modification. Riverside Community Corrections shall provide residential community corrections for one hundred and fifteen (115) eligible male offenders to include substance abuse counseling, life skills, parenting skills, employment development, stress management, anger management and mental health counseling/treatment. The term of the contract shall be from and including July 1, 2006 to and including December 31, 2006. The cost of the Riverside Community Corrections Residential Contract is $356,787.50. Volunteers of America shall provide one (1) eligible female offender with a residential program offering additional support and services to those with serious mental health diagnoses. Upon mutual, written agreement of the parties, the number of offenders may be increased to a maximum of two (2) eligible adult female offenders. Volunteers of America shall provide in-house individual and group counseling to assist participants in employment searches, budget planning, social adjustment and behavioral and attitude modification, in additional to more extensive counseling to obtain referrals to community programs which provide counseling in drug and alcohol abuse, family services, education and other specialized areas. The maximum amount payable for the Volunteers of America Community Stabilization Contract for FY 2006-2007 is $21,900.00. The Mental Health Association of Marion County shall provide a mental health liaison to assist with the assessment of offenders and participate in mental health roundtable discussions. The cost of the Mental Health Association Professional Services Contract for FY 2006-2007 is $20,750.04. APPROVAL OF THE PARTNERS IN HOUSING INDEPENDENT RESIDENTIAL CONTRACT Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the Partners in Housing Independent Residential Contract, d/b/a Blue Triangle Residence Hall. The Blue Triangle Residence Hall shall provide independent residential community corrections programs for eligible adult male and female offenders. Programs offered to the offenders include daily living skills, employment searches, budget planning, social adjustment, substance abuse and behavioral and attitude modification. The cost of the Partners in Housing Independent Residential Contract for FY 2006-2007 is $4,160.00. Questions and answers ensued regarding the Partners in Housing Independent Residential Contract. APPROVAL OF THE FAIRBANKS SUBSTANCE ABUSE TREATMENT CONTRACT Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the Fairbanks Substance Abuse Treatment Contract. Fairbanks shall provide substance abuse evaluation of all offenders referred to them for assessment and provide certified substance abuse treatment in the Corrections Center Component of MCCC. The treatment design will be based on an Intensive Outpatient Level of Service as defined by the American Society of Addiction Medicine Patient Placement Criteria. The cost of the Fairbanks Substance Abuse Treatment Contract for FY 2006-2007 is $114,320.00. Questions and answers ensued regarding the Fairbanks Substance Abuse Treatment Contract. APPROVAL OF THE INTERLOCAL AGREEMENT FOR TOXICOLOGY SERVICES WITH MARION COUNTY PROBATION Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the Interlocal Agreement for Toxicology Services with Marion County Probation. Marion County Probation shall provide toxicology services, specifically urine screens for alcohol and controlled substances. The cost of the Interlocal Agreement for Toxicology Services with Marion County Probation for FY 2006-2007 is $3,000.00. APPROVAL OF THE RIVERSIDE COMMUNITY CORRECTIONS MENTAL HEALTH STABILIZATION CONTRACT Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the Riverside Community Corrections Mental Health Stabilization Contract. Riverside Community Corrections shall provide a residential community corrections program for two (2) eligible male offenders. Upon mutual, written agreement of the parties, the number of offenders may be increased to a maximum of four (4) eligible male offenders. Riverside Community Corrections shall provide in-house individual and group counseling to assist participants in employment searches, budget planning, social adjustment and behavioral and attitude medication. The maximum amount payable for the Riverside Community Corrections Mental Health Stabilization Contract for FY 2006-2007 is $37,686.25. APPROVAL OF THE SECURATEX CONTRACT Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the Securatex Contract. Securatex shall provide staff to supervise the residents of a community corrections residential minimum security facility located at 147 E. Maryland Street, Indianapolis, Indiana. The cost of the Securatex Contract for a term of July 1, 2006 to and including December 31, 2006 is $480,298.00. Questions and answers ensued regarding the Securatex Contract. Advisory Board Chairman Dave Cook asked for a motion to approve the Securatex Contract. The motion was moved and seconded. Advisory Board Member proxy David Wyser opposed the approval of the Securatex Contract. The Securatex Contract was Board approved. APPROVAL OF THE FAIRBANKS CONTRACT ADDENDUM Advisory Board Chairman Dave Cook recognized Tiffany Clark as she discussed the Fairbanks Contract Addendum. Fairbanks assumed the Life Effectiveness Training (LET) contract to provide a substance abuse treatment program for the Center Component of MCCC per the approval of the Board at the February 2, 2006 Board meeting. The LET contract is funded by the Criminal Justice Institute (CJI) grant that was awarded to MCCC in the amount of $83,440.00. LET is responsible for funding their match dollars in the amount of $30,145.00 for a grant total of $120,579.00. However, Fairbanks assumed the contract without the match dollars until the CJI grant ended. Board approval was received for the new CJI grant at the April 20, 2006 Board meeting which was effective April 1, 2006. MCCC is requesting Board approval to allow Fairbanks to be compensated at the new rate of $9,075.00 for the months of April, May and June. The Fairbanks contract which begins July 1, 2006 will reflect the new rate. Questions and answers ensued regarding the Fairbanks Contract Addendum. APPROVAL OF THE INDIANAPOLIS URBAN LEAGUE CONTRACT ADDENDUM Advisory Board Chairman Dave Cook recognized Tiffany Clark as she discussed the Indianapolis Urban League Contract Addendum. Board approval was received at the April 20, 2006 meeting for the Indianapolis Urban League Contract to provide a day reporting program for eligible offenders. The contract term was for a twelve month period at a cost of $202,575.00. The contract term and contract cost was incorrect. Board approval is required to reflect a fourteen month contract term at a cost of $236,337.50. Questions and answers ensued regarding the Indianapolis Urban League Contract Addendum. Advisory Board Chairman Dave Cook asked for a motion to approve the Indianapolis Urban League Contract Addendum. The motion was moved and seconded and the Indianapolis Urban League Contract Addendum was Board approved. APPROVAL OF THE MIDWEST PSYCHOLOGICAL CENTER CONTRACT Advisory Board Chairman Dave Cook recognized Mark Smith as he discussed the Midwest Psychological Center Contract. Midwest Psychological Center shall provide mental health services, staffing and related support for the mental health care of the inmates sentenced to MCCC and housed in the Center Component of MCCC. The cost of the Midwest Psychological Center contract for FY 2006-2007 is $23,920.00. Questions and answers ensued regarding the Midwest Psychological Center Contract. Advisory Board Chairman Dave Cook asked for a motion to approve the Midwest Psychological Center Contract. The motion was moved and seconded and the Midwest Psychological Center Contract was Board approved. APPROVAL OF THE SCRAM COMPLIANCE AND NON-COMPLIANCE RULES Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the SCRAM Compliance and Non-Compliance Rules for those placed on MCCC's alcohol monitoring program. MCCC is the third largest SCRAM program provider in the Nation and proposes to implement a variety of sanctions and rewards to steer individuals toward compliance with SCRAM and to remain alcohol free. The sanctions will be progressive and used for confirmed drinking events, tamper or removal of equipment and communication failures. The rewards for individuals in compliance with the SCRAM program will be verbal and written praise, progress reports sent to the sentencing judge, and the reduction of SCRAM fees. Brian continued by stating the benefits that would result in a DUI Treatment Court. Questions and answers ensued regarding the SCRAM Compliance and Non-Compliance Rules. Brian informed the Board that the SCRAM Compliance and Non-Compliance Rules would be presented to Criminal Term for their evaluation. Brian further stated that he was seeking Board approval for the concept of the SCRAM Compliance and Non-Compliance Rules. Advisory Board Chairman Dave Cook added to the discussion by stating that the SCRAM Compliance and Non-Compliance Rules concept should have the Board's approval prior to its presentation to Criminal Term. Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the Volunteers of America Community Stabilization Contract. Volunteers of America shall provide one (1) eligible female offender with a residential program offering additional support and services to those with serious mental health diagnoses. Upon mutual, written agreement of the parties, the number of offenders may be increased to a maximum of two (2) eligible adult female offenders. Volunteers of America shall provide in-house individual and group counseling to assist participants in employment searches, budget planning, social adjustment and behavioral and attitude modification, in additional to more extensive counseling to obtain referrals to community programs which provide counseling in drug and alcohol abuse, family services, education and other specialized areas. The maximum amount payable for the Volunteers of America Community Stabilization Contract for FY 2006-2007 is $21,900.00.

The Blue Triangle Residence Hall shall provide independent residential community corrections programs for eligible adult male and female offenders. Programs offered to the offenders include daily living skills, employment searches, budget planning, social adjustment, substance abuse and behavioral and attitude modification. The cost of the Partners in Housing Independent Residential Contract for FY 2006-2007 is $4,160.00.

Fairbanks shall provide substance abuse evaluation of all offenders referred to them for assessment and provide certified substance abuse treatment in the Corrections Center Component of MCCC. The treatment design will be based on an Intensive Outpatient Level of Service as defined by the American Society of Addiction Medicine Patient Placement Criteria. The cost of the Fairbanks Substance Abuse Treatment Contract for FY 2006-2007 is $114,320.00.

Riverside Community Corrections shall provide a residential community corrections program for two (2) eligible male offenders. Upon mutual, written agreement of the parties, the number of offenders may be increased to a maximum of four (4) eligible male offenders. Riverside Community Corrections shall provide in-house individual and group counseling to assist participants in employment searches, budget planning, social adjustment and behavioral and attitude medication. The maximum amount payable for the Riverside Community Corrections Mental Health Stabilization Contract for FY 2006-2007 is $37,686.25.

Securatex shall provide staff to supervise the residents of a community corrections residential minimum security facility located at 147 E. Maryland Street, Indianapolis, Indiana. The cost of the Securatex Contract for a term of July 1, 2006 to and including December 31, 2006 is $480,298.00.

APPROVAL OF THE FAIRBANKS CONTRACT ADDENDUM
Advisory Board Chairman Dave Cook recognized Tiffany Clark as she discussed the Fairbanks Contract Addendum. Fairbanks assumed the Life Effectiveness Training (LET) contract to provide a substance abuse treatment program for the Center Component of MCCC per the approval of the Board at the February 2, 2006 Board meeting. The LET contract is funded by the Criminal Justice Institute (CJI) grant that was awarded to MCCC in the amount of $83,440.00. LET is responsible for funding their match dollars in the amount of $30,145.00 for a grant total of $120,579.00. However, Fairbanks assumed the contract without the match dollars until the CJI grant ended. Board approval was received for the new CJI grant at the April 20, 2006 Board meeting which was effective April 1, 2006. MCCC is requesting Board approval to allow Fairbanks to be compensated at the new rate of $9,075.00 for the months of April, May and June. The Fairbanks contract which begins July 1, 2006 will reflect the new rate.

Advisory Board Chairman Dave Cook recognized Tiffany Clark as she discussed the Indianapolis Urban League Contract Addendum. Board approval was received at the April 20, 2006 meeting for the Indianapolis Urban League Contract to provide a day reporting program for eligible offenders. The contract term was for a twelve month period at a cost of $202,575.00. The contract term and contract cost was incorrect. Board approval is required to reflect a fourteen month contract term at a cost of $236,337.50.

Midwest Psychological Center shall provide mental health services, staffing and related support for the mental health care of the inmates sentenced to MCCC and housed in the Center Component of MCCC. The cost of the Midwest Psychological Center contract for FY 2006-2007 is $23,920.00.

APPROVAL OF THE SCRAM COMPLIANCE AND NON-COMPLIANCE RULES
Advisory Board Chairman Dave Cook recognized Brian Barton as he discussed the SCRAM Compliance and Non-Compliance Rules for those placed on MCCC's alcohol monitoring program. MCCC is the third largest SCRAM program provider in the Nation and proposes to implement a variety of sanctions and rewards to steer individuals toward compliance with SCRAM and to remain alcohol free. The sanctions will be progressive and used for confirmed drinking events, tamper or removal of equipment and communication failures. The rewards for individuals in compliance with the SCRAM program will be verbal and written praise, progress reports sent to the sentencing judge, and the reduction of SCRAM fees. Brian continued by stating the benefits that would result in a DUI Treatment Court.

Brian informed the Board that the SCRAM Compliance and Non-Compliance Rules would be presented to Criminal Term for their evaluation. Brian further stated that he was seeking Board approval for the concept of the SCRAM Compliance and Non-Compliance Rules. Advisory Board Chairman Dave Cook added to the discussion by stating that the SCRAM Compliance and Non-Compliance Rules concept should have the Board's approval prior to its presentation to Criminal Term.
