Since 2002, the Department of Waterworks has successfully owned and managed Indianapolis Water, which provides drinking water to about 1 million people in Central Indiana. The department has kept water rates low, improved water quality and managed a successful public-private partnership with Veolia Water, which manages the day-to-day operations of the drinking water system. The department is committed to further enhancing water quality, keeping rates affordable, making continuous improvements to the drinking water system and ensuring Central Indiana has a sufficient water supply for future generations.

The department's governance is entrusted to a seven-member board of directors. By ordinance, the board consists of seven members appointed by the Mayor. The President of the Council nominates three members to the Mayor.  The Minority Leader of the Council also nominates three members to the Mayor. Once the Mayor receives the nominations, he then has the discretion to appoint those nominees. The Mayor then nominates a seventh Board member for approval by the Board.
