STAFF BIOGRAPHIES
 
Meg Purnsley, Administrator
Meg received a Master of Fine Arts in Historic Preservation from the Savannah College of Art and Design and a Bachelor of Science in Interior Design from Southern Illinois University. Before accepting her current position as IHPC Administrator, she was an Architectural Reviewer and later became Principal Architectural Reviewer with IHPC. Before Meg started with the City of Indianapolis in September of 2000, Meg worked for two years with the Illinois Main Street Program as a Main Street Designer.
 
Emily Jarzen, Principal Architectural Reviewer
Emily received her Master's Degree in Historic Preservation Planning from Cornell University, and her Bachelor's in History and English from Denison University. Prior to joining the IHPC staff, Emily spent nine years as the Historic Preservation Specialist for the City of Newport, Kentucky. A Columbus, Ohio native, Emily has lived in Indiana since 2002, and relocated to Indianapolis from Brookville in 2010.

Dean Kessler, Architectural Reviewer
Dean attended the Master of Science in Historic Preservation (2010) program and received his Bachelor of Arts in Public History (2008) from Ball State University. Prior to becoming an architectural reviewer for the IHPC, Dean was a residential building inspector from 2013 to 2017 with Indianapolis’ Department of Business and Neighborhood Services. He earned six International Code Council certifications while serving as a building inspector. Dean’s passion for historic preservation started at a young age, growing up in the modest Northwest Indiana town of Highland. He became an Indianapolis resident in 2010 after attending Ball State University.
 
Elizabeth Nowak, Preservation Planner
Elizabeth earned her Master’s Degree in Urban & Environmental Planning and Historic Preservation Certificate from the University of Virginia and a Bachelor of Arts in History from James Madison University. Before joining the IHPC staff and relocating to Indiana in 2018, Elizabeth worked with various historic preservation organizations, including the National Historic Landmark Program, Preservation Virginia, and the Tangkou Community Project, a historic and community conservation organization in Tangkou, China.
 
Lorie Finch, Office Manager
An Indianapolis native, Lorie received her Bachelor of Fine Arts in Visual Communications from Herron School of Art, Indiana University/Purdue University at Indianapolis and began her career with the City of Indianapolis in 1987. Lorie has worked in many departments within the City including public safety, public works, and the Mayor's Office. Growing up around Irvington, Lorie developed a passion for historic preservation at a young age and is excited to be a part of the staff at the Indianapolis Historic Preservation Commission.
